As I've said before, the registry is a service industry supporting the
domain name delegation. To create TLDs solely to justify the creation
of a registry is plain wrong. There has to be a perceived need for the
TLD in the first place. Then there needs to be an operational registry
(or registries) to support the TLD which may or may not be exclusive to
that TLD. The two (TLDs & registries) are TOTALLY seperate animals and
must be traeted as such. This is the primary flaw in draft-postel.
