For those who missed this past years exitement on newdom, newdom, and
newdom (yes - three totally different lists)...

Bill Manning refused the check on behalf of IANA (duh - he must've been
working for IANA that day). Then you asked to attach an envelope to
your application so IANA would have the check as soon as they would
begin processing aopplications. Bill then gave you an envelope and you
put the check in the envelope. Bill took the envelope and placed it
with your application. Then a day or two later the check was returned
to you.
