While I am unaware of such a system specifically for DNS (if it does
not exist, it is likely this is due to the lack of perceived need
until recently), I would note that the more general model of a central
administrator for a shared resource being provided in a highly time
critical situation exists, namely airline reservations as well as a
less time critical model, namely the allocation of 800/888 numbers.
Why do you believe the allocation of domain names is any more complex
than either of these situations?
