No Jersey. No Guernsey. Either InterNIC's ISO 3166 information is out
of date (!), or they fall into the first category. Both TLDs were
created in 1996.

Please do. See if you can find any reference to the IAHC process before
September 1995. That's when the first of the current wave of TLD
applications went in to IANA.
