Currently, registration in .int is done by IANA, and the plan is for
ITU to take over management when a mutually acceptable policy is worked
out.

.int is a highly restrictive TLD intended for 'stateless' international 
intergovernmental treaty organizations or internet infrastructure databases.
The current guidelines are in RFC 1591 (ftp://ds.internic.net/rfc/rfc1591.txt).
A draft .int policy document which will undergo at least one more revision 
following further recent legal input is available at:

http://www.itu.int/intreg/int-policy.html. 

The draft in its current form has been reviewed favorably by the Internet
Architecture Board. It'll be run by them again when the new modifications
are made.

Currently, registration in .int is done by IANA but the plan is for ITU to
take over management of it as soon we work out mutually acceptable policy,
etc. It is currently not a high priority issue as one can imagine...
