Exactly. However instead of simply rejecting the requests outright, the
IANA has deferred the creation of new TLDs until appropriate procedures
were established. Of course, now the requestors are using this in an
attempt to force their demands. Sad.

I don't think so (at least they are not from my ISO 3166 list, but it
might be out of date) -- I believe they come from a list of international
postal codes or something like that. Jon (of course) would be definitive
on this...
