I was thinking about this today. This process could be sped up
considerably. There is only prototype code developed at present because
it is essentially a spare time project by those with an interest in the
good of the net as a whole.  In the background are all those staking
out their exclusive claims. Sharing delegation duties is obviously not
being considered as lucrative as the financial projections of earnings
that an exclusive registry could get from a TLD monopoly. Consequently,
the effort does not really have the seed capital or the resources it
really needs to be as fast to market. It will happen, but not as
quickly as it could.

Is it appropriate to ask the committee to consider allocating some of
the NSI-derived funding to the creation of a shared-tld database system
(similar to the way InterNIC was originally funded or to the ISC grant
for BIND)? Consider this a '90's extension to the original goal of the
InterNIC.
