Not eliminated. For example, I've looked and I think Chris Ambler
and IoDesign seem to run a decent registry. I have no problem with him
applying for .WEB. If he meets the requirements and there is no other
competition for the TLD, then he SHOULD get the TLD. However, if a
larger company which is more suited to meet the requirement, they should
get it. I will be submitting my own mini-proposal on the TLD registry
acceptance process, which I have outlined before:

  Day X: Applications start. A form should be written by now. 
  Everyone who 'applied' before should submit a form application.
  Day X+Y: Applications close. Registries are rated on a scale.
  Day Z: Registry for a given TLD is given to the one who recieves
    the highest mark on the scale, plus or minus a fuzzy factor.
    If there is two registries in the first top places who are
    close enough (by the fuzzy factor) then FCFS is used to choose.

That's just my basic idea...
