You have provided a very nicely articulated - even altruistic
statement with many commendable admonitions that should be 
pursued by the list participants.  Some of the features may
even deserve implementation.

However, speaking as a lawyer and former US government
official, I cannot understand how the rather strict
requirements of both the Administrative Procedure Act and
the Advisory Committee Act are being avoided in this matter,
nor why the traditional comity and cooperation with other 
responsible government agencies with explicit jurisdiction
and public policy responsibilities in this arena is not 
occurring.  Emphatically, this concern is not inviting any kind
of regulation, but rather deals with both well established law
and public processes.

This is not a subject to be vetted on this list as it has
it's own technical work to accomplish.  However, the larger
legal and public policy issues need serious consideration 
and discussion in appropriate forums.
