Postel's draft:
1) Fails to consider prior use and already-expended efforts and claims
on existing alternative TLDs.
2) Is unprecedented in that it attempts to impose an international
sales tax on registry operators.
3) Is likely a precursor to a similar tax on IP address allocations.
4) Will stifle competition and prevent the benefits of a competitive
marketplace from filtering to consumers.
5) Has no technical basis for its limitations on proliferation
of TLDs.
