A terse suggestion.

>From my perspective, there should be a clear policy ( as well as open)
regarding delegation of ANY TLD. ie Once delegated there is public record
of why and how it was delegated.  ( ie "Well, we were given a suitcase of
cash, so we let them have it.....:-) )

Then there needs to be a policy of complaint, so that incompetent TLD's may
be "un-delegated"

And finally, we need to decide WHO has the power to delegate and add
entries to the current root servers. The current policy is not enough.
 I would hope that the IAHC add ISO TLDs to this discussion, given the
number of Internet users currently affected by IANAs claim that dlegated
ISO TLDs are the wory of the national governments.
