TLDs, Registries, ISO & $$



Hi iahc-discussers,

I've been lurking on this list from the very beginning and I'm
increasingly confused. According to the ISOC's press relesa the IAHC was
dealing with iTLDs..but we all are discussing REGISTRIES. There's a
vivid scent of $$$$$$. Nothing wrong, indeed, but here my position is
quite simple: as for commercial TLDs I want the MOST COMPETITIVE
scenario that's technically affordable. 

This means 
-multiple registries better than one (and I have nothing special against
InterNIC/NSF/NSI; you Americans should try the so-called *national*
NICs). This also implies as many iTLDs as the *system* could
(reasonably) manage.
-shared registries better than exclusive registries (if possible from
the technical and business points of view)

I assume that the IAHC is trying to devise the best policies in order to
cope with TLDs and registries, so I think there is no reason to exlude
the *national* registries managing the two letter TLDs delegated by IANA
following the ISO 1366 list. 


And as for Dave's *careful request* on Postel-draft:

1) quite OK for registries
2) fails to identify iTLDs selection cirteria (if necessary)
3) unduly exlcudes so-called *national* (ISO) delegated TLDs and
registries
4) 
5) quite dangerous on the *quasi-tax* issue (it is sound to tax ANY
business, but Internet access, and DNS access is a part needs still
further encooragment, at least outside the USA, and perhaps Euorpe. And
even *indirect* taxation deters business growth)
