I cannot say with certainty that what the IAHC decides upon in Feb/Mar
1997 will have an affect on April 1998 and the NSI.  As to what the
NSI assumes or doesn't assume, the IANA which delegated .com/.net/.org
to the NSI would have to give the definitive answer as to whether NSI
has any sort of claim to these domains after April 1998.
