Regional iTLD Question

Got a problem here:
We are sited in Girona, Catalonia, Spain.
Catalonia is a region in the north-east of
the country. Before 1714, it was an independent
country with more than 1,000 years of written
history.
The main problem:
Barcelona is the main city in Catalonia.
Catalonia has about 7 million inhabitants.
Most of them use catalan language, which is a very
different language than Spanish (nothing to do).
Most of the web sites here are in Catalan. Our addresses,
have the .es suffix. Lots of people of overseas enter
these webs and they say 'Ough ! this is not spanish !!'.
So, we want to ask for a iTLD for Catalonia. Because of
the different language, culture, and way of living.
Which is the best way to do it ????
1) Ask for ISO-3166 update to include .ct as a TLD
for catalonia. (We have a website with more than
one thousand supporters --> http://www.domini-ct.org )
Our local government has approved a resolution to ask
spanish government to act in consequence.
2) Ask for a new iTLD, as .cat (Catalonia) which is
a half sollution for us because we are a recognized
nation without own state.
Which is the appropiate way to go ???
