If you can get an ISO-3166 code assigned, RFC 1591 says you can then
get a two letter TLD based on it. The IANA makes no judgements on who
is entitled to such domain names -- it just hands out anything that is
an ISO-3166 two letter code (plus the reserved postcodes).

The first you can certainly do even right now, though I don't know how
successful you will be -- that ends up in the hands of the ISO, and I
have no idea what their assignment criteria are.
The second depends on how the IAHC decides to allocate new top level
domains, so you would have to wait a month or two to find out what
ends up happening there.
