You might want to read some of the resources linked on the page at
http://www.memra.com/ndbg.html to find out the background on the whole
iTLD issue. It has been discussed at several forums over the past two
years and several people have written papers about domain names.

No. It is never justifiable to disrupt the activity of millions of people
when there are alternatives available that are less disruptive. This kind
of "edict from the gods" will never happen.

At the time there were less than 250,000 people using the Internet

There is no guarantee that an IPng transition will ever happen on the
public Internet. We already have IPv4 NAT's and with IPv6 there are likely
to be similar tools available.
