Maybe so, but I intend to involve as many pertinent organizations around the
world in this exercise.  I intend to send them our conclusions simultaneous
with putting them on this list or the web site.  I expect them to review, 
comment, suggest changes, and I expect there will be some iterations
before we arrive at a final set of conclusions.  But, in the process, I hope
to achieve a broad consensus.

Hmmmmm, yes, interesting thought and one that we continue to ponder.
I have asked of many, the same question.  No "head slapping," in agreement
answers.  I could argue both ways with myself and, so far, be inconclusive!
