Int'l diversity in iTLD Registries

The postel draft had accounted for a maximum of 50% of all registries
being from one country. This seems to be missing from the recently
submitted proposals to the IAHC.
It is important because:
1) The internet is global
2) Name registration should not be completly managed by registries in
only (or primarily) one country
3) To further promote diversity among the registries (ie language)
Why has such an important issue been left out? Has the IAHC considered
this issue?
Would a smaller figure not be more appropriate? ie 35%
