NSI's handling of COM discussed in FCBA magazine

See "NSI Implements New Internet Domain Name Policy" in the Federal
Communications Bar Association News at
<http://www.fcba.org/news/page42.htm> which comments on NSI's handling of
trademark domain name issues. A quotation:

"Many people are underwhelmed by NSI's policy. There has never been an
explanation for NSI's conclusion that trademark holders have per se superior
rights to domain names. ... NSI, without explanation, gives no value to
common law rights or states rights.

"Others criticize the process by which NSI's domain name policy was created.
They argue that, as a government agent, NSI should be required to comply
with public notice and comment when creating policy. Furthermore, NSI
should be required to give better notice of policy revisions than simply
posting it deep within their own web page."
