Interesting challenge to explain this clearly. I can easily
believe that we need to elucidate issues more clearly than is present in
the current draft. But the distinction that is essential, here, is the
difference between a registry and a registrar.
A registry is the entire set of activities surrounding an
individual gTLD. A registar is a component of a registry. The IAHC
document specifies a) the public trust nature of registries, and b) that
registries entail sharing among registrars. As such, it is important to
specify sufficient detail about the operation of registry, while leaving as
much freedom as possible concerning the details of registrar operation.
The names are part of the registry, they do not belong to the
registar. Renewal procedures pertain to non-use of a name. Cleanup
procedures for the registry (repository) are entirely appropriate for the
IAHC and CORE activites.
