I think the IAHC's heart is in the right place to try to create
geographically balanced registry pool; however, there are very easy ways
around it. First of all, let's define what the home location of a
registry is. If it's where the "company" that runs it is, anyone with a
smart penguin in Antartica can set it up and basically because of
"affirmative action" I'd be able to get in. *I* could do it; get someone
helping me over in another country to start Monolith as a company there,
even though I would run it here in the states... Not that I would.. But
it's very possible.
IAHC is charged to implement all these ideas; I don't think it'll work
as written.
