The DNS is an essential resource to the operation of the Internet.
When making changes to it, we need to proceed with a tone of careful
experimentation, rather than potential recklessness. Simply opening things
up without limit has too much potential for operational difficulty. The
purpose of the restricted registar numbers is to permit growth that is
meaningful but manageable.
