Yes, we do need to formulate the criteria.
As I mentioned before, the reason for believing a lottery necessary is
a) the need to do expansion in managemable increments, and
b) believing that any list of registrar criteria which has reasonably easy
community consensus will not be a sufficient filter to bring the number of
"qualified" applicants low enough.
