Why not ? 
Because (IMHO) the issues of creating new gTLDs cannot be wholly envisioned. 
It is merely an experiment, so nobody can say for sure what exactly will
happen when new gTLDs are created. 
Maybe there will be a rush from (other) speculative companies to register
popular names.

It is certainly not wise to allow everybody (who meet the criteria) to run a
registry.
What if one thousand registrars are approved, and it turns out that it's not
a viable business anymore ?
Obviously, changing a ressource as critical to the Internet as DNS should be
done 
extremly carefully. 
Once operations go smoothly, the range of participants can be extended. This
is just a matter of time, in fact.
