That's just not true. There are many routing solutions designed
specifically for managing many machines behind one IP address.

This is a service that the ISP provides anyway. Every ISP issues a
subdomain at least for the login account. There's absolutely no reason
why this subdomain can't be used to cover the customer's zone for the
first 60 days.
Or don't you want to encourage the use of 3LD's & 4LD's?
