Don Heath explained at IETF that draft-postel did not get general
consensus from the community. Therefore the process & procedures for
the creation and administration of domain names are in dispute (and
it's not just at the top level because of NSI and it's accountability).

The existing TLD applicants, the experimental registries, the existing
& future domain name holders, and the existing registry system overseen
by IANA.
