The 7 new gTLDs are shared from day 1. The mechanism for sharing from day
1, if all the software and technical prereqs are not in place, can be as
simple as email between the various registrars until everything is in place
(that is unless they all elect to wait for the CORE to be established). I
believe it is a matter for the selected registrars to decide how they wish
to proceed after being selected.

These are specific business decisions on running as a registrar that the
IAHC did not get into. Each person/company will have to evaluate the pros
and cons and decide of their own how to proceed.
