Proposal & Press release updates

Folks,

	I've udpated the different copies of the draft specification.  The
postscript and word versions appear to download properly.  I've made small
formatting changes to all versions.  There should be NO content changes; if
you find otherwise, please let me know.

	For a portion of today, an update glitch on the home page removed
the new links to the proposal.  They have been restored.
