Question on jurisdiction

If I want to register .pawlo as an international top level domain,
primarely for doing business in the EC, but is refused by the registrator
(IAHC?), on, according to me, wrong presumptions, where would I go to court
and why?
Under which jurisdiction will my claim be tested and why?

I'm from Sweden, I want to conduct business in the EC and the registration
unit is - I presume - situated in the USA.

What goes for a case when I want to register a subdomain under, for example
.com, under the same circumstances? If the answer in the latter case is USA
I would like to know why it is so.

Regards,

Mikael
