BTW, if you think NSI is going to give up their monopoly willingly in 1998, 
I've got some land to sell you in Brooklyn.  Its a bridge....

The IANA processes have been arbitrarily applied at the whim of a few. This
is PROVEN not only in the domain arena, but in the address allocation arena
as well.  I have *personal* experience with both sides of this.  The IANA's
refusal to grant a perfectly legitimate Class "A" request to a firm that I
worked for a number of years ago did in fact cripple their network 
development, and yet they turned around and gave @HOME one.... after
claiming that *NO MORE WOULD BE ASSIGNED*.

Now you're proposing to ratify those processes, and exclude everyone else?
