  I must agree with Dave on this point.  Without some per-defined
criteria, the
"Lottery method"  is unexceptable.  Any "point rating system would only
be
subjective and there for restrictive to the point of descriminatory. 
This
is unacceptble.  If however a set group of rules governing the "Lottery
Method"
were to be done in a thoughtful manner, their is some merit for it's
consideration.  However those "Rules"  should be determined and agreed
upon
by those on this list.  This could be accomplished.  But I think it
would
be problematic to determine a "Fair" point system.  The issue of "Ties"
being determined on some sort of Fuzzy, is in and of itself Fuzzy! That
is in my opinion the flaw in the perposed method.
