By accepting the highest ranking, you will be favoring those with the most
employees, the largest capital, and fastest lines, etc.  Is this what people
prefer, that companies like Sprint, MCI, Microsoft, IBM, etc. be preferred
over companies with 20 very talented people and startup capital?  We felt a
lottery whereby only qualified companies could participate would be the
fairest.  Can you come up with a different model, whereby you select 20-30
registrars and
still keep everyone happy?
