Everyone, please STOP sending me personal email about IAHC matters
unless it really is personal email. As for ranking registries, I only
suggest taking the top X during the period where you are limiting
registries. I can understand why practically wou wish to limit the
original allocation of registries, and hence these original registries
SHOULD be the big ones that can get the things going and have more to
lose, and more to gain. So at this point we want the highest ranking
registry.
However when the registry area is open to ALL, then we should simply
come up with a second set of qualifications -- the adequate
qualifications. I still do not see why $20,000 is required as startup
capital for such a venture; the IANA plan seemed better, except of
course that instesad of $2,000 being unreundable, something more fair
like $200 should be an unrefundable application fee.
If CORE implements shared TLDs well, then in a few years we really
should allow any registry to be a part. Since the cost to CORE to run a
shared TLD should NOT rise greatly with every new registry, every
registries proportional share can be less.
I personally have problems with the way the cost of CORE is shared among
registries... However, at this point I can not think of a better way
than the simple flat plan... I'd like to hear ideas.
