  No, it's saying that CORE is underspecified to date,  with
the implied assumption that eithr CORE needs to exist, or an attempt
to make it exist will expose any impossibilities.

  I often try to implement things to see if my brain is leaking.
If so, I try to find a suitable plug (:-))
