  Sure, and NSI customers who find that **their** customers
are being misidirected to some bogus .com domain that a ``pirate''
dns operator has set up will sue. 

  I know you're aware of this risk, as it was discussed on newdom@vrx,
so I find it difficult to understand your willingness to turn around and
propose to fragment the namespace.  It's directly to your
commercial disadvantage to let someone else set up their own
.earth and .usa, is it not?
