Mr. Metzger,

  You are not being honest here.  You do discourage, in writting,
commenting in any form!  Review your past post's.  I think that
at least Chris is attempting to aid all in reaching a consensus
with his draft perposal.  Though it may not be one put forth 
by the IACH, it still could be a good working document.  

  The IACH's current working document should now be trashed and
rewritten.  Very few whom have posted seem to agree with much of
what it perposes.  At least Chris's peoposal is closer to a 
consensus.
