Thread 3: selection of registrars

This seems to be a large point of contention. Some like the lottery,
and some don't. The argument for a lottery is that we need to limit
the initial participation.

I feel that this is not a need at all, and that limiting participation
is not only going to exclude participants who have been working on this
procedure since day-one (and yes, I'll be happy to admit that my
company falls into that catagory), but will exclude many capable
companies from immediate participation, while giving a commercial
advantage to others by a random means. This is going to open the
process up to serious contention, and probably lawsuits. Why not
just allow any company that meets OBJECTIVE minimum criteria to
participate?
