Each of the members were selected by the participating organization
which named them to the committee ... how ISOC picked their folks 
is different from ITU is different from IANA.
How IANA (Read Jon Postel) picked Perry, only Jon knows...

I kicked and screamed over this for months, too bad more IETFers
didn't give the issue credence in Montreal ... and this committee
didn't listen much at San Jose.
