The problem here Perry is that we, the public, aren't getting
any ongoing feedback from the committee, similar to how this 
draft itself evolved without two-way communication.

It's one thing for the committee to solicit input, and another 
for the members to let us know how it is responded to...

The '19th' draft is the only statement we've gotten to see ...
... will we see an evolving draft here, or will the only feedback
be when you exhaulted ones issue your final decree ?

The process is *badly* flawed here ...
