The initial group will have a serious and unfair trade advantage over
subsequent entrants. If there are any qualified entrants denied
participation in the first round, they will most likely take action
on restraint of trade grounds, if nothing else, if the reason for the
denial is non-objective (e.g. a lottery). This you can count on.

Perhaps limiting the initial group reduces the chances of catastrophic
failure, but I'm not convinced. But even if, for the sake of argument,
that is the case, the whole procedure will be dismantled in a flurry
of lawsuits.
