What happened with 888 was that there was a one shot window before 888
was opened during which any 800 user could ask to have the
corresponding 888 number reserved.  About 10% of the 800 users did so.
Having done that, unreserved 888 numbers are assigned first come first
served just like 800 numbers.

The reserved numbers are still all reserved, with the rules for
releasing and assigning them still not set up yet.  I gather the
thinking is that there will be some kind of auction.

Similarly, if there's a lot of agitation from users in .COM to reserve
corresponding names in .TM.US, they could have a one time reservation
period, after which it reverts to FCFS with waiting period or whatever
the rule turns out to be.
