$1,000. Refundable (to create incentive to approve absent CLEAR evidence that
doing so is not in the public interest). Just enough to handle the
paperwork processing.
> 2. Fee for credit check - Fair?
No. D&B charges ~$30.00 for a credit report. If that's not good enough,
they can pay out of their own pockets (we're a D&B subscriber and that's
what we pay for a credit check on a BUSINESS)

30 day publication, achieved by Usenet group and web site. No wait (ie: if a
registry can come up with a valid domain in 30 minutes, they should be able
to use that for competitive advantage). The current policy PENALIZES people
who have put effort into automating the process and extending excellent
customer service.
> 4. Lottery or Objective Criteria?
Objective, with minimalist standards.

Selected by the registries.

Shared when EVERYONE does if you want (including the ISO country code
domains), exclusive until then. (BTW, the "shared" mandate means that no
standards are necessary for entrance, since the net effect of a registry
failure to the net population is ZERO)
