This is insufficient to pay for the process. Thats simply an objective
fact -- $20,000 total in the form of $1,000 from each of 20 registries
simply will not pay for the selection process. The money has to come
from somewhere.

Your comment here makes no sense. If you admit that credit reports
cost money, then why shouldn't the applicants be forced to pay for
the credit reports needed to process their applications? If they don't
pay for the credit reports, who will? Certainly the Internet Society
can't afford to pay for them.
