I think USD 20k even for organizations in developing coutries is fair.
You would need at least that to setup the infrastructure needed (or have
spent at least that amount already).

The problem I see is the bandwidth requirement. If that could be relaxed
to maybe 2meg *total* then you get a hell of a lot more developing countries
involved.

Just my 2(South African) cents....
