Paying for selection

	How shall the selection process be paid for?  The current IAHC work
is being funded by ISOC, for all overhead and direct expenses, with
participants volunteering time (or being paid for by their regular
employer.)  It is not reasonable to require this as an on-going funding
model.  Where shall the money come from?
