Simply logistically, plan to migrate the existing database into the
repository, and share com/net/org amongst the new registrars. Make
that part of the operational document for the new registrars, so that
it comes not only as no surprise, but muchly anticipated.
Warmly invite NSI to join CORE from day-one and help design and implement
the solution, so on that day that it changes over, they can pick up with
little or no downtime as a shared registrar like everyone else. If they
choose not to join CORE, that's their choice.
