Recast the first paragraph of section 5.1:
ISOC delegates stewardship for the set of gTLDs to the Council
of Registrars (CORE) to administer them on its behalf.
The CORE comprises the multiple, competing gTLD
registrars. All gTLDs are shared among all member registrars.
Just to make it clear that ultimate care of the public trust that is
the gTLDs is vested in ISOC, rather than with the set of registrars,
some of whom may have proprietary interests conflicting with the
public good.

Fair enough.
Is IAHC in a position to re-assign the existing gTLDs at the
termination of the current NSF/NSI contract? If so, perhaps a
reassignment of existing gTLDs to CORE at the conclusion of current
delegating agreements should be in section 5.2. If not, might that
section contain a recommendation/request/whatever that such action
take place.
