I personally doubt that. Experience indicates that an initial system
could be implemented by a small team of programmers using a
proprietary relational database management system within a short
period. The problem at hand is almost identical to the problem of
reserving seats in a theater or a similar transaction system. Stated
as a database problem, you simply wish to have a set of tables storing
the centrally available information on the domains, and to provide
remote users (i.e. registrars) with software that can perform updates
to this database. This problem is very well understood at this point,
it being nearly a textbook example of what database management systems
are for.
Now, in the long run it is desirable that open standards be used for
all communication components of the system, but it is very possibly
acceptable for CORE to select a proprietary technology while an open
one is developed.
