  Please do not get discouraged.  Many of the suggestions have helped
greatly here.  I am still hopefull.  I would agree that it seems that
IAHC has been somewhat short sited with the DEC 19th draft.  That is
fairly obvious form the comments I hav sen here.  I believe that 
much of what you offered as an alternitive will be givin serious
consideration.  So you have been helpfull!!  Keep your hopes up,
ok?
