	$20,000 is actually a compromise down from an initial $30,000 that
we developed during our back-of-the-envelope calculations.  It represents
what we believe to be the relatively fixed costs of the selection process
(times the number of winners).  The variable cost that is significant is
credit checking; it depends upon how many applicants there are and that's
why it was separated out.

	Why is the number so high?  Well, it turns out that getting an
international group to convene electronically and face-to-face isn't cheap.
Neither are the requisite lawyer fees, etc.  And this doesn't count much
for the cost of their time.
